own approval of the introduction of the Bill would

appear to be sufficient.

Further, I do not know what the words

AC

unless the same shall be repugnant to the law of

England" mean, and if and when this clause is amended

they should, I think, be deleted.

Clause 27.

"Ordinance",

or

"Bill" in the last sentence should be

·Bill on Ordinance".

Clause 28. The words "for Our final approval,

disallowance or other direction thereupon" and "and of

the marginal summary thereof" are unnecessary.

Clause 24. Recent Instructions have provided that

the Judge's report shall be taken into consideration,

not at the first meeting held after the sentence,

but simply at a meeting of the Executive Council.

The reason for this is that objection was taken in

one Colony that the common form provision did not

allow time for an appeal to be heard prior to

consideration of the case by the Executive Council.

Clause 26. In a recent case this has been amended

to permit an exception in case of urgency, but

such an amendment is, I suppose, hardly necessary in

Hong Kong.
